Abstract: This study aims at effecting a radical change in banking services at the Postal Directorate by reconstructing such services. The importance of this study lies in its emphasis on the change that the Iraqi Directorate of the Post and Savings seeks. But this change is often a mere continuous low - level improvement, not a qualitative change that benefits both the nation and the people. In order to facilitate financial dealings via the postal establishment through the use of postal financial services to help improve social and economic growth, the study suggests the most suitable methods to increase the current revenue level by adopting a strategic vision for the whole country with the support of the Central Bank. In addition, the study calls for establishing a specialized a postal bank to help decrease poverty and increase banking awareness among people. The study stressed the importance of keeping up with international development in this regard as represented by the world postal revolution and the emergence of the post service as a serious and active competitor with banks in 57 countries. This intentional development happened with the support of the World Postal Union which seeks a genuine partnership and integration between banks and postal institutions while taking into consideration the changes in the environment as well as the rules and regulations that govern these countries. Hence, it is possible to take advantage of the support that the World Postal Union lends by participating in its international conferences as well as learning from the experiences of other countries in this regard. Some postal institutions resorted to Islamic banking to achieve returns higher than those achieved by other banks. This idea was taken up as an assumption by the study through using financial analysis and considering the Postal Directorate plans to invest its deposits in specialized banks, but these plans did not make any meaningful changes. The study then discussed the alternative of integration with the Islamic bank (al - Nahrain) whereby the two institutions can complement each another; the Postal Directorate with its assets of lands, buildings, deposits and customers, and the Islamic bank with its management, capital money, and basic code, all while taking into consideration the current rules and regulations. With the acceptance of the Postal Directorate and Savings, the Central Bank and the Ministry of Finances, this financial integration can happen in order to establish the Islamic postal Bank.
