Abstract:
Fluctuations in oil prices and them effect on the general budget of Iraq and the need to activate the non - oil resources of income interested in this research shed a light on the impact of fluctuations in oil prices in counter balancing the general in Iraq, and the need to activate the non - oil sources of income to finance the budget resources. The study reached several conclusions, from the most important was that the volatility of oil prices during the period (2004 - 2013 ) which confused a lot of public budgets in Iraq , and has produced serious repercussions formed the real challenges are in front of the budget surplus or deficit. The research found a set of proposals , was the most important necessities of Adoption of fiscal policy is working to increase and diversify their sources of revenue for the Country, And directing fiscal policy to increase investment spending And promote the building of technological and Innovative institutions
