Abstract: The administration has gone through several stages, since it is not the result of a number of developments, which are defined by organizations in terms of their organization and conduct. However, the availability of wealth and financial, material and technological resources is insufficient and does not meet the requirements of modern age . This is the real start of the strategy of empowering workers, in parallel with the development of the perception of individuals within organizations. Hence, the importance of research is that the subject of the strategy of empowerment is broader and comprehensive because it takes into account the human values of human response and sense of mission standing in the organization as it is a contribution to the enrichment of the library in this work that the research has not been addressed in the Iraqi environment by science researcherThe search problem : That administrative empowerment has become an important and modern concepts in organizations, where it needs to research and survey to know what and how to apply and contribute to the development of the performance of employees, but many organizations still lack a clear vision of this concept and how to apply in their departments, and do not recognize the benefits reflected on as well as some administrative leaders still do not believe in the importance of change and using benefits achieved by the application of the concept of administrative empowerment of management.The research objectives were : bSummary1 - Building a measure of administrative empowerment of workers in the scouting units of directorates of sports and schooled activity of the central and southern regions.2 - To identify the exclusion of the administrative empowerment of workers in the scouting units of directorates of sports and schooled activity of the central and southern regions.The imposition of research : 1 - The researcher assumes that administrative empowerment will have positive returns for workers in Scout units in the directorates of sports and schooled activity. - The research was carried out on the staff of the scout units in the directorates of sports and schooled activity of the central and southern regions (Basrah, Maysan, Dhi Qar, Muthanna, Qadisiyah, Najaf, Karbala, Babel, Wasit, Baghdad and Diyala) for 2016 - 2017.Chapter Two : Theoretical Studies and the previous studies .The researcher addressed the main dimensions related to the subject of the research.Chapter Three : Research program and field procedures .The researcher used the descriptive method in the survey method because it is more suitable for the research goals and the nature of the problem. The research society consisted of the employees of the Scouting units of directorates of the sports and schooled activity of the middle and southern regions (91) of administratives .Chapter four : The results were presented and discussed .The results obtained by researcher was put in the form of tables that were discussed according to the researcher's views and interpretations supported by sources that are suitable for the research topic .Chapter five : The most important conclusions were .1 - The current measure is a tool to identify the level of administrative empowerment in the empowerment the staff in the Scouting units of dived rates sports and schooled activity in the central and southern regions and in the scout camps.cSummary2 - Empowerment in scouting work requires real motives forward the reality of collective action and the retiring from individual work to the collective work in the scout units .The main recommendations are : 1 - The necessity of adopting the measure of administrative empowerment in the management and organization of scouting work in the directorates of sports and schooled activity in the central and southern regions.2. Emphasizing the team work and team spirit and encourage to form specialized working teams in various scout activities.3 - The need for the attention of officials in the Ministry of Education and directorates of education in Iraq in scouting work because of its great role in preparing generations capable of meeting the various requirements of life and serving the country .
