This study aims to understand the important authorities of the social control in Al - Hurria neighborhood in Baghdad , as it marked the urbanized local society in which the social relationships of it interlocked to the great degree, whereas the informal ways of control which are excessively depended on Law power in the shade of present conditions that the country face now. This guided all individuals of society to organize their relationships according to what deterring means have the informal ways of control included in order to keep on their rights and relationships , and perhaps that families' values are displayed and organized the families' regard, honor, and control relationships. Thus, the clannishness and kinship relationships in which moved the human from government power ( the law ) to the social local society ( the customs, religion, values ) in view of its great influence on the process of social control and solve the problems and the social, cultural, and economic conflicts which happen in the studied local society. So, the clannish customs, and also religion by its rituals, instructions and the influence of its symbols on the individuals' psychologies have occupied in social control the higher position and influence more than the role of law. The importance of this study comes from its focus on the social control authorities in which work each with other so as to control on the social behavior of the studied society. So, the informal ways have clearly displayed and taken the interest of local people and give this society distinctive popular depending on these authorities and that make influence on the importance of direct or semi - direct social relationships among the societies' individuals, when the problem would happen among the individuals so the concerned problem goes directly to his clannish or gets help from religious in view of their clear influence on the studied society. This helps himself to solve his problem with the other, and then, the other himself carries out the same behavior by depending on his clannish or on the social or religion and values settings. And the same case when the relationships organized among the societies' individuals without giving the greatest interest to the roles of the law. This study depended on the ethnographic methodology and historical, cognitive methodology and then, taking on the importance anthropological tools such as direct observation , field meetings, informants, documents, recorders and technological settings. The study comes to that the informal control procedures are the basic active fact in the studied society, with clear absence of the formal control procedures. So, this will influence and point the weakness of the law and its authority under the presser of the present changeable conditions
