Abstract:
This research examines the education and empowerment of people with special needs. A field study in the institutes of care for the people with special needs in the city of Diwaniya. The research aims at identifying the role of education in the development and empowerment of people with special needs within the community at large and modern trends in education and empowerment of their abilities and capabilities, similar to ordinary peers and knowing the programmes and teaching aids and modern mechanisms that promote this marginalized slice i.e. promote it , and when diagnosing these programmes and means, they can be manipulated through the development of some of the recommendations and proposals and if they are taken into account, they contribute to the reduction of the size of the problem. Three educational approaches have been used in this research for collecting , analyzing, describing and organizing of information : the historical, the comparative and the survey. Moreover, the research has tested five hypotheses to make sure of the degree of credibility. Teaching staff and social research have been selected as the research community and the entire selection method (comprehensive inventory) because they are the most familiar with the topic of education.This research consists of two parts : the theoretical and the field, and each part is made up of several chapters as well as the introduction, the theoretical part deals with three chapters and each one contains several sections and the first chapter includes : the first section is allotted for identifying the research problem, importance and objectives as well as the second section deals with scientific terms used in the research (empowerment, education, development, people with special needs, disability, social care, institutes for the people with special needs ). The second chapter is concerned with previous studies like or close to the research. The third chapter includes several sections : the first section is concerned with studying a historical overview of the care for the peoplewith special needs, and the second section studies modern trends in educating the people with special needs and then the third section deals with the objectives of educating this slice of the community and then the fourth section deals with educational programmes and tools that enable the people with special needs to integrate into the community at large and finally the fifth section studies the most important legislations related to the people with special needs.The second part of this research is the field side, which consists of three main chapters, chapter four deals with the methodological framework for research, in terms of statistical tools, research type, and the selected scientific hypotheses, as well as the study of five hypotheses in order to test their authenticity and credibility, Noting that these hypotheses are directly related to the subject of the research and are all derived from the theoretical part, while chapter five is concerned with analysis of the preliminary datafor the research and finally chapter six deals with the discussion of the scientific hypotheses of the research. Then it is followed by the summary and the results beside the suggestions and recommendations.
