Abstract:
The Banking Supervision of the most important functions of the Iraqi Central Bank , through which to find a banker strong and healthy and competitive , and exercise such control over banks by the bodies of inspection to ascertain the extent of compliance with laws and regulations and the orders and instructions of banking and the safety of their financial positions .The study aimed to the statement of the concept of banking inspection , compliance and the problems and obstacles faced by the inspectors and monitors compliance down to make recommendations.In order to achieve the goal of the study , hired a researcher with previous studies in the theoretical side , as well as access to books and other sources on the subject of her research provided through which the general framework for banking supervision and monitor compliance , but the practical side has included the preparation of a questionnaire consisting of a set of questions fit the hypothesis developed by researcher , has included research sample control and inspection department at the Directorate General for banking and credit control of the Central Bank of Iraq , and Rasheed Bank , and Bank of the Middle East Iraqi investment.The researcher found a range of theoretical and practical conclusions , including : - 1 - aimed banking supervision to maintain the integrity of the economy and protect it from exposure to currency and financial crises may adversely affect the stability as well as protection of the rights of depositors and shareholders .2 - The statistical analysis of the research sample answers important role in achieving compliance inspection banking , and this proves the hypothesis of research that indicates that the application of the provisions of the Banking Inspection will enable banks to deal with distractions and negatives and enhance the positives in their work .3 - includes a section control and inspection in the Iraqi Central Bank inspectors with diverse disciplines Abstract( Law , languages , accounting, .. ) they have the capabilities and potential , but they need to increase the courses and training programs for inspection , to develop their potential.Find out as a set of recommendations , including : - 1 - We recommend more frequent inspection visits snap to make sure the banks comply with the laws , regulations and instructions issued by the Central Bank of Iraq .2 - We recommend that the central bank to hold regular meetings with the monitors compliance twice , or three times during the year to identify the problems and constraints faced by their work.3 - hold an annual conference with the participation of stakeholders , which monitors the work of banks ( public, private and mixed ) such as the CBI and the Ministry of Finance, the Office of Financial Supervision , and the Registrar of Companies , and monitors compliance, auditors breakers , and the Association of Iraqi private banks to determine the reality of compliance with banking in Iraq in general , The problems and obstacles facing the work of banks , and to provide solutions and recommendations to get to work safe and sound banking
