منتهى سليم زباله العامري / فاعلية الادارة بالمعلومات في المؤسسات العراقية - رئاسة الجامعة المستنصرية انموذجا " اشراف ا . م . د . منى عبد الحسن جواد الزبيدي ( رسالة ماجستير) الجامعة المستنصرية : كلية الاداب : قسم المعلومات والمكتبات : 2017الكلمات المفتاحية : الفاعلية ، الادارة ، المعلومات ، نظم المعلومات ، المؤسسات ، الجامعات 0 تهدف الدراسة الى التعرف على فاعلية الادارة بالمعلومات في الاقسام المرتبطة برئاسة الجامعة المستنصرية عينة الدراسة وهي ( قسم الامانة العامة للمكتبة المركزية ، قسم الدراسات والتخطيط والمتابعة ، قسم الاعلام والعلاقات العامة ، قسم ضمان الجودة والاداء الجامعي ، قسم الرقابة والتدقيق الداخلي ، قسم البحث والتطوير ) مـن حيـث تلبيتها لمتطلبات الادارة للقيام بوظائفها الخمسة ( فاعلية الادارة ، نظم المعلومات ، التخطيط ، الرقابة ، اتخاذ القرارات ) وكذلك التعرف على الهيكل التنظيمي لهذه الاقسام 0 وقد استخدم منهج دراسة الحالة المدة الزمنية ( 23/1/2016 الى 5/6/2016 ) ووزعت استبانة للعاملين في الاقسام عينة الدراسة والبالغ عدد المجتمع الكلي ( 109 ) وقد وزعت استبانة على فئتين من العاملين الفئة الاولى المدراء ورؤساء الاقسام وعددهم (32) والفئة الثانية الموظفين وعددهم (77) وتضمن استبانة على خمسة محاور على وفق وجهة نظر عينة الموظفين والمدراء وكذلك المقارنة بين العينتين ( الموظفين والمدراء ) وذلك من خلال الاوساط الحسابية المرجحة والانحرافات المعيارية والاهمية النسبية لكل فقرة من فقرات الاستبانة البالغة ( 44 ) فقرة وقد توصلت الدراسة الى جملة نتائج اهمها : - 1 - كان محـور التخطيــط لـدى الموظفيـــن عينــة الـدراسة اعلـى المستويات بين بقية المحاور بواقــع ( 19 ,82 % ) فـي حيـن سجـل محــــور نظام المعلومات عند الموظفين في ادنى مستوياتها بواقـع ( 32 , 76% ) 0 2 - سجــل محـــور فاعليـــة الادارة حسـب اراء المـدراء اعلـى اهميـة نسبيـة بيـن بقيـة المحاور بواقع ( 85% ) وياتي بالمرتبة الثانية نظام المعلومات باهمية نسبية بلغت (25,80%) وفي المرتبة الثالثة جاء محور التخطيط مسجلا اهمية نسبية شكلت (95,80%) 0 وتوصلت الدراسة الى جملة توصيات منها : - 1 - زيادة الاهتمام بنظم المعلومات الادارية المحوسبة لانها تعد عصب العمل لدى اقسام الجامعة المستنصرية وان زيادة فاعلية النظام يعطى القدرة على تجنب الازمات والتخفيف من اثارها السلبية. 2 - تشكيل فريق عمل من مهامه رصد اشارات الانذار المبكر واكتشاف مواطن الضعف ووضع المقترحات لحلها 0 3 - ضرورة ادارة وحماية امن المعلومات من الضياع او الاختراق او التلصص وتخزين المعلومات مباشرة في اماكن امنة 0 | Effective management of information in government institutions - the University of Mustansiriya a model, "the supervision of Ass. prof . Dr. Mona Abdul Hassan Jawad al - Zubaidi (Master) Mustansiriya University : College of Arts : Department of Information and Libraries : 2017Key words : efficiency, management, information, information systems, institutions, organizations.The study aims to identify the effectiveness of management information in the sections associated headed by al - Mustansiriya University study sample It (the General Secretariat of the Central Library Department, studies, planning and follow - up, the Department of Information and Public Relations, Department of the quality and performance of university Assurance, Control and Internal Audit Department, R & D department) of where it meets the requirements of the management of the five functions (effective administration, information systems, planning, control, decision - making), as well as to identify the organizational structure of these sections .It has been used as the case study method for the time period (15/10/2015 to 01/11/2016) questionnaire was distributed to employees in the sectional sample of the study and of the total number (109) questionnaire was distributed to the two categories of workers first category managers and heads of departments and their number (32) the second category of staff and the number (77) and ensures the questionnaire on five axes according to a sample of employees and managers of view as well as the comparison between the two samples (employees and managers) and through the circles arithmetic weighted and standard deviations and the relative importance of each paragraph of the resolution, amounting to (44) paragraph the study found among the following results : - 1 - The focus of the planning staff sample the highest levels between the study by the rest of the axes (19.82%), while the focus of information system log when the staff at their lowest rate (32.76%). 2 - axis of the effectiveness of management's views as managers recorded the highest relative importance among the rest of the axes of (85%) comes in second place with relative importance of the information system was (25.80%) and in third place came the focus of planning, recording relative importance formed (95.80%) .The study found a number of recommendations, including : - 1 - Increased interest in computerized management information systems because they are considered the backbone of the work at Al - Mustansiriya University departments and increasing the effectiveness of the system gives the ability to prevent crises and mitigate negative . 2 - formation of a working group from his duties to monitor early warning signals and the discovery of vulnerabilities and the development of proposals to solve .3 - The need to manage secure information from loss or penetration or stalking and storage of information and the protection directly in safe places
