Abstract:
One of the main reasons for the poor management of infrastructure projects is their complex nature, especially wastewater projects WWPs, and their reliance on traditional delivery systems in implementation, as well as a lack of acceptable techniques and methodologies to manage the delivery system, which negatively affects project performance in terms of cost, time and quality. The success of WWPs depends on select the optimal delivery system. This research aims to prepare a comprehensive management plan CMP for wastewater project delivery system using agile methodology. To achieve the aim of research, personal interviews with experts and a relevant literature review were conducted to collect the data. After that two forms of questionnaire were prepared, the questionnaire No. (1) was distributed on twenty projects under construction in the city of Alkut to determine the affecting factors on PDS selection, in addition affecting risks on PDS. While the questionnaire No. (2) was distributed to ten experts for conducting pairwise comparisons between the main factors on the one hand, and secondary factors on the other hand. The field survey was conducted using Geographic Information Systems GIS to determine the requirements of WWPs for unserved areas by develop two mathematical models using Multiple Linear Regression MLR techniques. The result analysis showed there are three main factors affecting on PDS selection such as project objective, owner requirement, and external conditions. The first main factor includes 15 sub factors, and three sub factors were selected based on relative importance index RII, they are (f3, f5, and f1) by (92.6%,90.6% and 84%) respectively. The second main factor includes sixteen sub factors, and (w1 and w3) were selected by RII (86.65% and 79.4%) respectively. The third main factor includes eight sub factors, and three sub factors were selected (m7, m2, and m1) by RII (86.9%, 82.9%, and 82.3%) respectively. These factors were adopted in design of conceptual model using AHP technique, the IV results showed that the optimal delivery system is (design-build) by highest degree of priority (Si) its (0.405) and the appropriate contract for this system is price incentive by AM (3.4). The proposed CMP was prepared using agile methodology, which consist of two main stages, planning and design stage, where the vision included identifying the requirements of WWPs, cost estimation, time estimation, and risk management plan using artificial neural networks ANN, and risk score method. While the construction stage, the vision included a set of proposed procedures to achieve roles of owner, contractor, and consultant. Thus, the proposed CMP was evaluated by a questionnaire was distributed to a group of experts, the results showed that the plan is applicable and its ability to manage the delivery system is good. Finally, the current research extracted a set of conclusions, the most important ones the optimal delivery system for WWPs is design-build. Several recommendations were suggested, the most important one is the rehabilitation and training of planners and decision-makers on recent methodologies and techniques related to mathematical models and statistical equations in the process of managing the delivery system.
