Secondary school in Baghdad / Karkh)This Study contains five sections may be summed up as follows : - Part I : (Search Definition)this section contains provided and the importance of research were addressed to both the importance of management in physical education and the relationship of physical education and sport education and the role of physical education and sport is vital in contributing to community - building a strong sense, because no longer physical education and sport interested in the body, but became interested in the individual as a whole and through the development of aspects of physical, social, mental and psychological Hence the importance of research to find the form of organization for the management of physical education and school sport and indicate the role of family in urging their sons to join their activities curricular and extra - curricular to the positive side of health, psychological, social and work to develop the level of school sports and keep pace with progress in this field.The research problem focus in the administrative and regulatory neglect to study physical education and sport both for classroom and extra - classroom activities, especially for students because of socio - economic and cultural conditions.And distanced the researcher to go into this subject and find appropriate solutions to the problems in the secondary schools in for girls.About the objectives of the research is to identify the administrative obstacles have been imposed so the researcher that there are administrative and social constraints.Part II : (theoretical and similar studies)This section contain the theoretical studies have addressed the following topics (organizational structure of the sport school in Iraq. The general program of physical education school. Sport and society. Sports and Social Development. The importance of management in physical education and sport. The status of physical education and sport in developing countries) as well as the basic elements administrative processes in physical education and sport and finally similar research.Part III : (research methodology and field procedures)Address this section the research methodology where the researcher used the descriptive method named studied, as well as the research community and his eyes reconnaissance and main objectives. The main eye included ten (10) of the supervisors of physical education and (43) Forty - three teachers of physical education and sports, (260) two hundred and sixty students from the students practice for sporting events in schools and (260) parents of students of mathematics in schools, the researcher used the questionnaire as a tool for data collection has been used four questionnaires especially first for the supervisors and the second for teachers of physical education for students and third practices for sporting events, school and parents of students fourth mathematics in schools. The statistical process used is the simple correlation coefficient, percentage and arithmetic mean, median and standard deviation and coefficient of torsion and Kay square.Part IV : (presentation and analysis of results and discussion)This included a section view and analyze the results and discuss the findings of the researcher, which was on its way to achieve research objectives.Part V : (conclusions and recommendations)I have come to several conclusions of the researcher summarized as follows : - 1 - Lack of interest in sports activity departments and Scout in the awareness among students, families, and clarify the role and importance of physical education and sport from health and education. 2 - Lack of coordination between the departments of physical activity and follow - up and scout out a lesson of physical education in the classroom and extra - curricular two activities, as well as in the case of supervisors of physical education. 3 - Lack of or lack of stadiums and sports halls and the lack of sports equipment, maintenance and lack of advance planning, which impede the progress of implementation of most programs and competitions in physical education and sport. 4 - Lack of financial resources allocated to the directorates of the field of sports and physical activity in the Scout teacher, which inhibits the action races and motivate students to participate in the racing sport. 5 - Many parents of students prevents the participation of his daughter in the activities of different sports because of social customs and traditions and the security situation and the lack of financial and moral incentives will convince them to allow participation in such activities, as well as lack of cooperation between the school and the family in this regard. In light of these findings has been developed the necessary recommendations and confirmed the use of scientific methods in management and organization of studied physical education and sport to overcome all the difficulties it faces.
