Abstract:
تضمن الباب الاول على المقدمة واهمية البحث ، والتي احتوت على لعبة كرة القدم وتحكيمها ومتطلبات ومواصفات ومعايير ومراحل اعداد الحكم ، وان التحكيم سيبقى واحدا من اهم ركائز نجاح وتطوير مباريات كرة القدم، وكذلك تطوير الحكم نفسه لما فيه مصلحة تطوير كرة القدم ككل ، ثم بيان اهمية البحث في اعداد وتطبيق منهج معرفي مستندا على ما ورد في دليل تحليل الحالات التحكيمية - الاعتبارات المعد من قبل الاتحاد الدولي لكرة القدم بهدف تطوير دقة وسرعة اتخاد القرار لدى عينة البحث والمتمثلة بحكام كرة القدم الدرجة الثانية والمعتمدين لدى لجنة الحكام المركزية في الاتحاد العراقي المركزي لكرة القدم (IFA). وتوضحت مشكلة البحث بكثرة الاخطاء في دقة اتخاذ القرار وسرعته ؛ وذلك بسبب قلة المحاضرات المعرفية الخاصة باتخاذ القرار من جميع الجوانب باسلوب متعدد ومدروس من قبل المسؤولين على تطوير التحكيم في الاتحاد العراقي لكرة القدم ، في حالات (الاخطاء وسوء السلوك، لعب الكرة باليد ،المسك والاعتراض ، والتسلل ) وامكانية عدم الدقة والسرعة في اتخاذ القرار الصائب . وهدفت الدراسة الى تحديد اهم الاعتبارات التحكيمية في دقة وسرعة اتخاد القرار والتعرف على دقة وسرعة اتخاذ القرار ، واعداد منهج معرفي لبعض الاعتبارات التحكيمية قيد الدراسة ، والتعرف على تاثير المنهج المعرفي لبعض الاعتبارات التحكيمية في دقة وسرعة اتخاذ القرار لدى افراد عينة البحث . واما فروض البحث فقد كانت هناك فروق ذات دلالة احصائية بين نتائج الاختبارات القبلية والبعدية في دقة اتخاد القرار ولصالح الاختبارات البعدية ، كما ان هناك فروقا ذات دلالة احصائية بين نتائج الاختبارات القبلية والبعدية لاختبارات سرعة اتخاد القرار ولصالح الاختبارات البعدية لدى افراد عينة البحث . والمجال البشري هم عينة من حكام كرة القدم للدرجة الثانية / محافظة بغداد والبالغ عددهم (16) والمجال الزماني للفترة من 25/1/2016 ولغاية 2/4/2016 والمجال المكاني ميدان ملعب الكشافة وقاعة المحاضرات في الملعب .الباب الثالث : منهج البحث واجراءاته الميدانية : استخدم الباحث المنهج التجريبي لملاءمته لطبيعة المشكلة في واحد من تصاميمه وهو الاختبار القبلي والبعدي للمجموعة التجريبية الواحدة ، كما تضمن الباب وصفا لعينة البحث ، ووسائل جمع المعلومات والبيانات والوسائل الاحصائية .الباب الرابع : عرض وتحليل النتائج : اما نتائج الاختبارات في الباب الرابع فقد حققت اهداف البحث وفروضه .الباب الخامس : الاستنتاجات والتوصيات : استنتج الباحث : - 1. كان لتطوير الجانب المعرفي التاثير الفعال في تطوير دقة وسرعة اتخاذ القرار للحكام.2. للمنهج المعرفي لاعتبارات التحكيمية تاثيرا معنويا في تطوير الحالات التحكيمية للحكام . 3. ان السقف الزمني غير كاف للجانب المعرفي ويتطلب اعداد منهج طويل الامد للحكام.فيما يوصي الباحث : - 1. اعداد منهج معرفي للحكام من قبل لجنة الحكام بشكل علمي يتضمن الاعتبارات التحكيمية، من خلال استعمال مناهج تطوير وتاهيل جيدة من اجل انتاج حكام على مستوى عال وعالمي .2. التاكيد على تطوير الجانب المعرفي لما له من التاثير الفعال في تطوير دقة وسرعة اتخاذ القرار للحكام وتوحيدها. | The Chapter One Include on provided And Importance search, which contained on football game and through requirements and specifications and standards and stages prepare judgment (Referee), that arbitration will remain one of the main pillars success and develop football matches, and also develop referee himself to the benefit develop football as a whole, then statement importance search in preparation and application curriculum proficient document on what responded in guide analysis of match situations - Considerations in soccer prepared by FIFA, aim develop accuracy and speed of decision making have sample search and represented by 2nd class soccer referees and accredited have commission referees in The Iraqi Central football Association (IFA) And clarify problem search in large number of wrong in accuracy decision - making and speed taken by referees; due few lectures cognitive special decision of all aspects style multi and thoughtful by officials on developing refereeing in Iraqi football Association, in certain situations (fouls & misconduct, handling the ball and offside) possibility not precision and speed in taking correct decision. And The study aimed to determine most important considerations awards in accuracy and speed decision making and identify accuracy and speed decision making, preparing a knowledge program for some refereeing situations considerations awards under study, and identify effect of the knowledge program for some considerations awards in accuracy and speed decision have members sample search. The study hypothesized significant differences between pre and posttests in the accuracy of decision making in favor of the posttests. In addition to that, there are significant differences between pre and posttests in speed of decision making in favor of posttests. The subjects were (16) 2nd class soccer referees from Baghdad governorate. The experiment lasted from 25/1/2016 till 2/4/2016 on the field and lecture rooms of Al Keshafa stadiumChapter 3 : Procedures : The researcher used the experimental method with one experimental group. The data was collected and treated using proper statistical methods. Chapter 4 : View and analysis results : either results tests in chapter fourth has achieved goals search and Assumptions. Chapter 5 : conclusions and recommendations : concluded researcher : - 1. Developing the knowledge aspect has a great effect on developing the accuracy and speed of referees' decision making2. The knowledge program has a positive effect in developing many refereeing situations. 3. The time frame was not enough and required long time in preparation.as recommended researcher : - 1. The researcher recommended using this program for developing and training international level referees.2. The necessity of developing refereeing knowledge due to its great effect on developing accuracy and speed of referees' decision making
