اصبح واضحا لدى الكثير من الحكومات وفي مختلف الدول على ان الحكومة الاتحادية غير قادرة على تحقيق الرفاه الاجتماعي لوحدها, وبالتالي عدم تمكنها من خدمة المجتمع الذي تعمل فيه، ومن هنا برز دور الحكومات المحلية بعد ان اثبتت الدراسات والتجارب العملية ما لهذه ال | It became clear to many governments in various states that the federal government is not able to achieve social welfare alone, And there for It's not able to community service in which it operates,Hence the role of local governments after the studies and practical experience has shown that these governments of major and influential role of the citizen's life and well - being best condition,As well as alleviate the burden of the federal government,Which made a lot of state and local governments broad powers granted and allocated funds for the exercise of its vital role and actor in various joints of services and local development. This study aims to clarify the problems and difficulties that faced by the process of transfer of powers on the performance of the province of Baghdad, In order to achieve the goal of the study any to answer the questions of the problems and obstacles (legal, administrative, financial, political),It was studied by analyzing the collected information by using practically Including (Recurring and percentages of distribution, mean, standard deviation) it has been depending on the statistical program(SPSS V22) In analysis the special data that is belong to the officials checklists and test the study hypothesis, and through the central premise extract.The results of the study, most notably : The transfer of powers will solve the problems of bureaucracy and red tape in administrative decisions that belong to the province And it reduces the time correspondence in addition to activating the role of decentralization and transfer of powers from central government to local governments, which is to activate the role of local government2. expand the powers of the provinces would contribute to the stability and cooperation between federal and local governments To bear the administrative burden of the country and reduce the burden on the federal government in its tasks, enabling them to focus on the broader tasks and leave the local tasks for local governments
