Abstract: This paper is to recognize the educational program effect stand on cognitive load theory for developing the problem solving capability to these who suffering learning disabilities. This aims can be achieved through out the following technique : 1 - Recognizing students who suffer mathematical learning difficulties.2 - Creating educational plan based on cognitive load theory for developing the skills of solving the problems of educational difficulties.3 - Knowing effects of this program in improving these skills.Using the last step results, we can assume null hypothesis :  there is no statistically difference in pre - test scores, for mathematical problems solving skills , in experimental group.4 - Identifying test efficacy , through this we can assume null hypothesis state :  there is no statistical difference between post and post - posttest of mathematical problem solving for target (experimental) group .For the purpose of completion of this study. The researcher has created educational plan based on cognitive load theory in developing the skills of solving the problems of educational difficulties. The researcher uses (diagnostic assessment ) for development and educational difficulties and diagnostics appreciation scale for mathematical learning difficulties for (Mustafa al - zayat ,2008). He also created skill - assessment program in solving mathematical program (Closterman, 1988). This program classifies problems to routine and non - routine problems. Researcher has extracted psychometric fouler like Validity or stability . This study done an pupils with mathematical learning disability in primary school of Babylon educational directorate. Al - hashymia District for educational year (2015 - 2016). Researcher uses intentional sample an a way of selecting total of (16) pupils (8) as a target group from (Al - mujtaba primary school ) and (8) pupils from (Kumail primary school) as a control group.Data results were analyzed using t - test, Point - Biserial Correlation Coefficient, Pearson's Correlation Coefficient, Alpha - Cronbach formula and Test - Retest.The study show the following results : 1. There is a statistically significant differences pre - test score for both target and control group. The difference in favor of experimental group2. There is no statistically significant differences between scores of post and post=post groups in skills of mathematical problem solving .
